State Department Dissent: Gaza and Syria as Case Studies
Join the Middle East Policy Forum’s discussion entitled “State Department DIssent: Gaza and Syria as Case Studies.” The event will take place on Tuesday, October 15 from 2:30-4 p.m. at the Elliott School of International Affairs, room 505.
Ambassador (ret.) William Roebuck and Dr. Annelle Sheline will discuss their dissents about U.S. policy in the Middle East, including the lessons they learned and the degree to which they affected U.S. policy. Ambassador (ret.) Gordon Gray, the Kuwait Professor of Gulf and Arabian Peninsula Affairs, will moderate the session, which will include ample time for audience questions.

Annelle Sheline Dr. Annelle Sheline is a Research Fellow in the Middle East program at the Quincy Institute. She previously served as a Foreign Affairs Officer at the U.S. Department of State’s Bureau of Democracy, Human Rights, and Labor’s Office of Near Eastern Affairs (DRL/NEA), before resigning in March 2024 in protest over the Biden administration’s unconditional support for Israeli military operations in Gaza.

Ambassador (ret.) William Roebuck is the executive vice president of the Arab Gulf States Institute in Washington. He most recently served as the deputy special envoy to the Global Coalition to Defeat ISIS and a senior advisor to the Special Representative for Syria Engagement Ambassador James Jeffrey. Prior to his appointment, Roebuck served as a senior advisor to Special Presidential Envoy Brett McGurk from January to December 2018.
